Jason Glanville

Co-Founder & Managing Partner

Jason Glanville is a former federal senior leader and enterprise systems architect with deep authority across digital health, interoperability, and large-scale platform ecosystems. He held direct responsibility for how technology was evaluated, onboarded, authorized, procured, funded, and operationalized across the U.S. Department of Veterans Affairs—operating at the intersection of product architecture, security, and acquisition. Working alongside senior federal leadership, Jason played a central role in introducing and scaling cloud-native SaaS, PaaS, and low-code/no-code platforms, helping transform early pilots into a multi-billion-dollar enterprise technology ecosystem. His work established the operating, governance, and architectural conditions required for durable adoption across programs and agencies supporting mission-critical public services. In parallel, Jason led enterprise system architecture initiatives within the U.S. commercial healthcare sector, contributing to national e-prescribing innovation pilots and large-scale pharmacy and PBM platforms serving more than 100 million patients. This work strengthened medication management, clinical data exchange, and interoperability across federal and commercial systems. At PSF, Jason helps clients align product architecture, authorization posture, operating models, and acquisition pathways so innovation translates into sustained, mission-aligned adoption at scale.

James Cozzolino

Co-Founder & Managing Partner

James Cozzolino is a former federal senior leader with deep authority across acquisition, financial stewardship, and enterprise technology modernization spanning the U.S. Department of Defense and the U.S. Department of Veterans Affairs. His career includes progressively senior acquisition roles within DoD, followed by service as a Contracting Officer with an unlimited warrant at VA. Within VA’s Office of Information and Technology, James held direct responsibility for how technology was procured, funded, governed, and sustained across complex federal environments—operating at the intersection of acquisition strategy, budget execution, and operational delivery. Working alongside senior federal leadership, he played a central role in structuring and executing large-scale technology acquisitions, shaping acquisition pathways, funding models, and oversight frameworks that enabled enterprise adoption of cloud, SaaS, and platform-based solutions. James’s experience spans the full acquisition and delivery lifecycle, including portfolio management, vendor governance, and service delivery alignment. His work established repeatable acquisition and execution patterns that balanced speed, compliance, and fiscal accountability while supporting long-term sustainment and scalability. At PSF, James helps clients align product strategy, compliance posture, packaging, and acquisition architecture with real federal operating behavior—ensuring offerings are positioned for credible, repeatable adoption within public sector systems.
